Stage 3 Water Use Restrictions are now in effect for all CVRD and Municipal water systems in the Cowichan Region.  Vancouver Island is in Level 4 Drought Conditions, which requires all water users to take immediate steps to reduce water consumption.

Under Stage 3 Water Use Restrictions, the following regulations apply:

  • No sprinkling
  • No washing of vehicles, buildings, or driveways
  • No filling pools or hot tubs

Hand watering of gardens and shrubs is permitted for a maximum of 2 hours per day, between 6-8 am or 8-10 pm.  Micro-drip irrigation systems may be run for up to 4 hours per day.

Level 4 Drought Conditions mean that there is not sufficient water to meet community and ecosystem needs.  Everyone needs to do his or her part to make sure we are only using water for essential purposes.  Brown lawns will recover when the fall rains come.  A dirty car shows you care about saving water.  Please check out our tips for reducing your water use.

Violations of water use restrictions can be reported to your local government (contact information). Reports of a violation are followed up by making contact with the homeowner and providing them with the details of the violation and educational materials. If non-compliance continues, operational staff will give a warning notice to the homeowner. Every person who fails to comply with water use restrictions is guilty of an offense and on summary conviction is liable to a fine of not more than $2,000.
